It's not up to Sony, it's up to Kojima.
PS2 was pretty much the "major" console of the time, just as the Xbox 360 is of now (in terms of players/sales).
If Kojima was loyal, they'd release it to the 360 to please the fans.

And it 's really not up to Kojima, it's up to Konami, granted Kojima is the brains behind the operation but Konami is the company and if they want to have some other team of developers create a port for it they can. Granted it's all speculation, but Konami has spent a lot of money to develop this game and right now the turn around isn't looking too good, due to the lower humbers of ps3 units sold compared to 360.
I don't want to start any wars, but why wouldn't Konami want to make it for the 360 also, it is like wolf stated, ps2 was the major console at the time that mgs2 was created so that is the reason why it was first released for that. Right now in terms of sales 360 is the major console at the time.
I don't think it should have anything to do with loyalty to a system, how about loyalty to the gamers who want to play it. It's like stated before in this thread I don't want to spend X amount of dollars to buy a ps3 so I can play this game when it could possibly come out for the system that I have already.
It seems like they (Konami) had a decent game-play vid at E3, and if for some reason supposedly the release date keeps on getting pushed back, it very well might be for the reason to release it multi-platform, that is just speculation but, I would love to see it
