The Elder Scrolls IV: Oblivion---NEED HELP PLEASE

I need help with Elder Scrolls. I'm a Dark Elf at level 2. I can't seem to get any higher. I don't have any money to buy the heavy armour or the good weapons that I need, nor do I have the ability to kill anyone to take anything from people. I need some help. I would like to know how to level up a little easier. Also, I need some help with my combat skills. I need to know how to enchant weapons so that they can carry magical power so that it would be easier to kill things. Also, I would like to know how to raise my HP and Magika and Money. Or would it be easier to start over with a new game and if so what race and sign and type of character should I choose.
