The movie capture thing in halo3 mean less cheating?

Lets face it, cheating was god awful in halo 2. modding, standying, bridging, etc. was a huge problem. But with the ability to record all your games, im hoping that this will be alot better in halo 3.

do you guys think it will make a difference?

That's certainly a great application for gameplay capture. But I'm sure most people will use it to make their little montages with bad butt-rock/emo and post them on youtube.VoodooHak

is it possible to export videos to your PC?  i have only heard about X360 to X360 video transfers.

 going back on topic... i hope that Bungie will look at the video recording as a way to stop hacking.  Bungie was considerably good for a console dev team when it came to hackers in the game.  they banned a reasonable amount of players.  hopefully they have considered ways to stop game hacking when they developed the game.

Don't know about the transferable to the PC thing but they will probably just use a capture card.
