At the end of chapter 4 you drive your airboat into a large reservoir where a hunter chopper drops bombs on you and shoots at you. After destroying that you open a gate and are meant to go up onto the land and building to open a gate at the top of the dam. Instead of goind up onto the land just continue in the airboat to the far wall where you will see a couple of large grates in a concrete wall. The left grate is slightly open. Reverse the airboat up to it - jump onto it and into the tunnel. Run to the end (toxic floor) and you will find the singing vortigaunt.
