Unlockable Not Unlocking

I've unlocked everyone in Gears Of War 2 except for Minh and RAAM. I finished Gears Of War 1 On Hardcore and have gotten the achievments needed to unlock those two characters, but they aren't being unlocked. Do I need to sign in on Xbox Live to unlock them?

Erm.... Im not too sure on that one but I would assume yes as most unlockables are related to achievements which are recognised via your xbox live account.

Yes, you have to sign in to live. Then you should have them
