Big Daddies are humans, but when they are merged with the suit, their skin is grafted into it. Making them a permenant Big Daddy. An audio diary by Shushong quotes Andrew Ryan as saying "There will be no shortage of volunteers to the project." It leads you to believe that Big Daddys arn't actually willing.
