Whatsup with Black Ops Matchmaking?

Is there some sort of thing that puts people with their own ranks?

Just today I went into a lobby and the highest rank other than me was probably around 14...

Needless too say they were all horrible... Is this a coincidence that ALL these new awful players got all joined up into one lobby?

Or whatsup? I mean, is there some sorta' system?
