Pretty sure lots of weapon shops have them, cant remember cos i aint played it in a bit though

They're pretty common. Check weapon shops in towns.

Best place to buy arrows is the 'Archers Paradox' in Bravil. However silver arrows and later more powerfull weapons can only be bought when you have leveled up.
