Enter the Northwest Seneca Station, talk to some crazy friendly ghoul, then climb down a hatch in the back of his office (its in a tiny room with really high radiation levels)
That will take you to the Meresti station where after some walking you will find the Family.
You dont have to use seneca station, you can just go Mereseti and deal with the deadly traps. However, you have to find Mereseti on your own or have a very high medical skill when you examine the West's bodies. The only quest creepier than this is Those!
