this thread has potential so why narrow it down like that? especially since none of those games are hard. i'm going to go with the obvious choice of street fighter IV, although anyone who says it's "too hard" or that the game "cheats" just isn't doing it right...still, simply learning your character's moves is the hardest part...
GTA4 was hard to me because of the stupid driving mechanics, but the actual story mode was not hard at all to get through. Hardest game I ever played was probably beating Perfect Dark Zero on Dark Agent, that and Call of duty 3 on Veteran. Both really, really hard games.
Out of those I've only played Halo 3, GeoW, and Bioshock. I found them all to be pretty easy. The one I'm currently having problems with is Ninja Gaiden 2 but IMO the game itself is not hard (at least on the first difficulty level), its the damn camera screwing every important fight that makes it seem difficult.
Ninja gaiden 2 definitey. Then followed by the first gears of war, the final boss was a killer on hard level, I almost threw my controller through tv screen several times.
