First off, Oblivion is one of the best games I've ever played because I enjoy different types of games including RPGs and action titles. However, if you are strictly a "shooter" person, I doubt that this game, while great, will appeal to you. There is a lot of reading (if you read the dialog and textbooks), slow spots, and most importantly, nothing that really resembles a shooter (minus sneaking and using cover from some enemies). If you are willingly to make a stretch, you could play as a magic-based or long range character, who can fire projectile magic or arrows at enemies, respectively.
On the other hand, if you are open to other genres particularly action and RPGs, then definitely get the game.
