I was going to recommend Fallout 3 as well. YOu can definitely get your money's worth if you don't just run through the "main" story quest. I've been playing it tons and feel like I'vfe barely scratched the surface. Incredible game and you really don't need to have played the first two (I haven't). The only drawback for buying it as a fist game is lack of online play. If you're looking for that you should choose between Halo 3 and COD 4. I personally recommend COD 4 because it has (for the most part) a more mature community... but if you like playing with little kids that just learned how to use profainty (or are one) Halo 3 is the way to go.
Fallout 3 is a free roam post-apocalyptic FPS with many RPG elements. Very in-depth, yet though I'm not someone that normally gets into the micro-management of the typical RPG games, I have really taken to this one. Highly recommended if you don't mind waiting to play some online games.
I have GTA IV and I really liked it, but it can be repetitive mission wise to the point of annoyance. I had to stop playing due to a glitch that kept me from getting 100% though so that kinda put me off it since. Still a great game overall. As far as Gears 2, I have heard nothing but great things about it but have not played it yer. Next on my list.
