If you want to run faster than you need to just run around. As you do you'll level up that skill allowing you to run faster.Carrying less items, and not running with a weapon drawn also helps you to move faster.
O yeh i forgot about that skillz stuff. Sry i just havnt played it since i had to return in to blockbuster :( why did I have to be so poor?
