If i bought splosion man can I go to my friends house with just my hard drive and play it there? Or those it save it in the console?

No you can't play any downloadable games or game extentions on friends 360's. The stuff you download with your 360 can only be played on that 360.

Not sure but I think if you sign on to LIVE with the gamertag you downloaded it with it should work. Not sure though.

If you are signed into LIVE with your account that you used to download the game you can play it on your friend's Xbox. You would not be able to play the game on his Xbox offline.
