your character in oblivion

hi guys

i just thought about this when i was reading about oblivion , i know that you can make your own character , but every game that i know that you can make a character on it had a flaw which its your character is silent , he doesnt talk to anybody he just hear and he done make any voice , is oblivion deffirint than this? i mean your character in oblivion can talk to people and say things to them ?
