You can romance Katsuhime after completing the arc where you eliminate The Naginata member of the Shinbakufu. Here's the gist:

• You must first tackle Yasuke's personal quest, Lady of Whispers, to learn about Lady Nene's contacts.
• One of Lady Nene's contacts leads you to a meeting with Aoi and Shotei, as well as Katsuhime later on.
• During a mission called Showdown in Sakamoto, Naoe and Katsuhime will have a brief chat. You can flirt with Katsuhime by responding with: "I like your teppo."
