SimCity may finally be playable offline, but all of its flaws are just as evident now as they were before.
Cities of Tomorrow doesn't add much to the deeply flawed SimCity aside from Blade Runner visuals.
SimCity has a lot of flaws, one of which is an extremely unrealistic depiction of what it's like to sit in a mayor's chair.
