I wasn't very excited when GTA was re-released on the Xbox. I already owned both titles for the PS2, but i had quite playing Vice City after i had saved a game that i had entered a cheat on. Becuase of this, the cheat became permanent. Once i saw that Vice City was on sale, i decided to pick up a used copy and start over. The Xbox version sports better graphics, a control scheme which isn't quite as good as the PS2 version, and the ability to have your own soundtrack as a new radio station (without DJ's). All in all, the XBox version doesn't do a whole lot more than the PS2 version, but the saves are quicker and the soundtrack option is very cool. If you haven't played the PS2 version and you own both systems, I'd recommend the XBox version.
