It's engaging storyline pulls you in and it's multiplayer keeps you there.
The campaign is great, it can get difficult sometimes but that's one of the fun parts. It has one of the best storylines of any game I've played. It makes you laugh and get angry at the same time. Besides being very well written it is extremely long, you can play it for hours on end without getting bored.
The multiplayer is better than the story. It features team deathmatch, Cops and crooks( one team trys to stop the other one from reaching an escape boat), co-op modes, Free mode, and much more. Free mode is amazing, it lets you wreack havock with up to 16 other players, You can turn police on and off, either for a civillian massacre, or a great battle between cops and robbers.
