Good idea, bad execution.
Graphically, it's alright. At least as far as ocean life goes.
Cut scenes involving people and stuff are just horrible to watch.
They look.. Horrible. They sound not much better then that.
The voice acting is quite drab.
The controls also take a bit of getting used too, it's quite a clunky scheme.
Though admittedly, you can have some fun knocking people off boats and tearing them in half, this is about all the game has going for it, so if you can pick it up cheap and thats all your really interested in go for it, people looking for more will be disappointed.
