Basically, its a copy of the Pokemon box for gamcube... with added features... like you can put miis in it and they'll interact with your (or Hayley's)pokemon... and you can also take pictures of your (or Hayley's) pokemon... that's basically all there is to it, besides using wireless connections and storing your pokemon in the ranch like pokemon box, or withdraw them back, which is like the main objective of the game... but you can only withdraw your own pokemon in the game that you transferred your pokemon in the ranch, if you delete that person, then the pokemon are stuck in the ranch. The other thing you can do catch pokemon from the "pokemon wanted" list Hayley gives you. All it is, is that Hayley will tell you to catch a pokemon in the game and transfer it to the ranch, which helps you expand your pokedex.
