What the scientists meant was that at 25 FPS your eye cannot detect each frame seperatly, that it all runs like a video. If you are running at 1 FPS, you can distinguish each frame apart, and its like a slideshow. Once you are at 25, your eye looks at it just like motion. But your eye CAN detect a difference between 25 and 60.
