a dragon ball z rts would work, i think the best way would be for you to play as freeza sama, and the goal of the campaign would be to take over the universe, and as you play and take over more planets, more units/buildings would be available. there wouldn't be super sayajins, but you would be able to hire sayajins as units after you capture planet vageta. Also it wouldn't follow directly with the story line. cheap units would be basic foot solders more advanced units would be sayajins, air cruisers, and sp. forces like zarbon who would do more damage but be more costly, and youd have freeza as a hero, who normaly wouldn't attack, but you could research abilities for him, one of them would have him change into his altimate form for 30 seconds and basicly wipe out the enemy army, (probably best to make that have at least a 10 minute cool down) and another to sumon ginu force for 2 minutes. I'm making this up on the spot so i cant give you exact damage/costs/health of different units but the game would work wih a bit of ballancing. you cant make it in goku's time because it would be horribly unbalanced, but freeza samas time would be perfect.
