So I believe I've done two or three heists so far. The jewelrey store heist went over like expected and promised from the game. However, the submarine heist required no additional teammates and no cut (for story reasons). Then I did the blitz play heist but it also required no extra teammates and no cut yet. Maybe all the other heists have them, but it is making me a little concerned.

Does something else come up to change that soon or am I doing something wrong?

Actually she seemed very mixed about how she should react to seeing you again in ME2. Wrex was much happier seeing you. He stopped he meeting he was in just to run up and fist bump you!

I do agree Liara is the best, though I think that is mostly because she has the most development out of every character. Because we get so much of her in all three games, she feels like a fully fleshed out character instead of just a romantic fling like Miranda (still a good character but not as deep). Her romance scenes on a whole feel a lot more mature than most of the romance characters. They actually involve stuff like talking about the relationship beyond sex and contemplating long-term goals. I just wished more of the romances did that.

Tali is a close second though. Though she has less romance development than Liara, she also established herself as a likable and developed romantic character. Because she cannot really be sexualized for obvious reasons, it was more a connection of personality than just physical intimacy. Plus she is just such a cute character!
