Ok, I've read all these different ways of catching these two pokemon, but can anyone tell me the best way to catch them?

Ok, i was traveling on route 214 to go to Valor Lakefront.
I just set the 3 lake pokemon free from Galatic HQ and i ran into a pokemon. It a Ponyta, level 23 except it had one thing different about it. It's flames were Blue. I can't seem to find it again, was this a glitch or not?

Please help!
