The games will have all the content of the INTERNATIONAL versions of the game. That includes battles against the dark Aeons and Penance, which were never released in the US.
Actually, general error codes are used all the time in games. The only time you can even get a specific error code is if you expect the possibility of a crash, and even then you usually can't get much information from final release builds. Usually you can only get very useful information from debug builds of the game.
And no, asking gamers to fill out crash reports is NOT poor form. Tracking down a crash like this is like a needle in a haystack, and getting any information to help narrow the search area down is a good thing. It's honestly a smart move to have optional crash reports like this. Anything that may help will speed up the process and get the ball rolling, making a fix come out faster for everyone.
I'm actually surprised more game companies don't do this already. You'd be surprised how many gamers would love to help out with these kinds of things. And you'd probably be even more surprised with how much it actually helps.
