You don't need the map packs to play online, only a selected number of playlists require all the dlc.

Holy Crap, Really? I didn't know that, I just saw EVERYONE on this thread say this, but you made it clear thanks. Anyway, in my opinion they shouldn't just make you pay for a map or two, and if you don't have that map you can't play your favorite game modes that's a little over the top, they should just make you wait like they used to.
I loved Oblivion but i think FAllout 3 sucks it so boring im like Level 12 nd i get killed by raiders like its my job. Every quest i do i get stuck on some hard pat then i do a new one and then the process repeats theres no action all you do is wal aound in an empty wasteland. I will say that VATS is cool.
