Xbox Live Rep System Realy Work?

I've been a gamer for a numerous amount of years now and with Xbox's rep system it allows players to send feedback reviews on other players. It's almost like making friends or enemies without all the work. By preferring a player it increases your chances of playing a game with that person whenever there is room available, while when avoid a player it tries not to pair you up with that player ever again though the system is truly flawed.Even after avoid certain players you still end up most of the time meeting up in a game with them, while those your prefer rarely show up.Avoid players also adds a certain feedback score as I'd like to call it to your gamercard. Only you can see this but it shows how many people prefer or avoid you and for what reasons. People can send you feedback to any section even if you didn't do anything wrong in a game. I have had "trash talk" as a negative review on my gamertag in a game I didn't even open my mouth in. I believe that Xbox should truly find away to make the system work because it could actually be useful but there is no way to know if what people say truly does happen in a game. Also in the terms of service for Xbox Live player with a low enough bad rep can be removed from Xbox Live, but what if your just a player who is ganged up on? Xbox won't be reading this blog but they should try to fix this flawed system.
