Actually in the screen caps it doesn't look so bad because it isn't able to be captured but in game imagine that except multiplied and flickering on and off non stop. It is very annoying and I can't even pay attention to the game.

Yeah I got an RMA from ASUS and will be sending it out either tomorrow or Wednesday. My processor is a AMD Athlon X2 4800 and which tool should I use to check the temp for that?

Absolutely not.
None of those cards will run (well) on a 250w PSU with just 14A on the +12V rail.
Do not skimp out on the PSU. Ever. evereverever.

I was told the same about the 8600 gts but i've been running it without any problems for a year now.
I forgot to mention that I also use this site to check out how much power an entire system pulls at peak

This is a pic of my PSU label(the pic isn't mine but that is the same exact PSU I have) http://i31.tinypic.com/o85svm.jpg and Im currently running a 8600 GTS with it. My rig has only one hard drive at 7200 RPM and a 16x writing speed DVD/CD burner with 3 gigs of RAM and a 4800 X2 as the processor. I know my PSU is crappy and I will eventually upgrade it but I don't want to upgrade it now nor am I interested to do so.
The PSU is only 250 watts and the pic shows these numbers
+12V : 14A
+5V : 25A
+5V & +12V 218W Max

I have a 8600Gts and it runs just fine. Rayzin already answered my question if I should upgrade from the 8600GTS to the 4670 and the 4670 draws less power than the 8600 gts.
