try shutting down the icons in the tray near the clock, also you should press ctrl alt del and check your processes, anything that seems useless ex: toolbars just stop them and try not running to much internet traffic ex: limewire, downloads and such.

I believe it is exclusive, not timed, if you read the begining of this article it clearly states that it is only on ps3
