Well, coming from an atheist, I'd have to say that if there is some higher being watching over us, that they aren't going to act directly because they want us to take care of our selves or take responsibility for our own actions without them having to tell them what they did wrong.

I think by Playthrough 3, they mean when you can keep playing the game after the second playthrough and everything is even harder than it was before, but it isn't another playthrough, it's just roaming around killing stuff and getting loot.
