I love this game and have completed the story but there's one thing that drives me insane!

How on earth do I unlock Kingfin's Fearsome Waters? I have 94 stars now but it should have been unlocked at 80. :/

There better be a hell of an explanation from GameSpot. I'm not boycotting the site completely but that's just low.
