Mac users do get a new OS every 18 months or so, but if you look at it, there are pretty minute differences between each one other than the standard security fixes and one or two new features. Plus, it is easier for Apple to make OSX than it is for Microsoft to makea new OS because Apple only optimizes their OS for a very small number of hardware. I mean, unless you have the right hardware, OSX will not work on your rig. Microsoft has to optimize their OS for a wide variety of systems, because they don't sell their own branded systems.
Windows 7 won't be released for a little while. If you look at every piece of software being developed, probably 90% of them will be or have already been delayed at some point in development.
Personally, I don't mind having to buy a new OS from Microsoft, but that's only because I get them from the Company store ($45 for Vista Ultimate). As for the rest of the population... well, I think Windows should only come in one version that has everything, and should be priced alot lower than it is... Mac OSX Leopard is $130 for goodness sakes!
^^ Oh, and Microsoft is in Redmond... about 10 minutes away from my house... Around 45 minutes (Depending on traffic, which sucks) east of Seattle...

Almost the same as my PC. But I would've gotten a more trusted MOBO from ASUS or Gigabyte.

Thew new processor is dual-core, so it will bring you up to date and help you run newer games much better because they are optimized for dual-core processors.

If I could buy from newegg it would rock but I live in south america and well.. our situation here in Venezuela specifically with dollars it's not good from wherever you look at it, so I have to buy parts from different places and local websites... it limits my selection so much :(

If you know someone in the states, have them buy it from newegg for you and ship it down to SA. I like the DS3P. I don't think the heatsinks on the chipsets are inadequate. They're just right, not too small, but not too overly extravegant (Which takes up alot of room). And plus, your GPU is going to block alot of airflow into the southbirdge anyways...
By next summer, there will be some newer cards coming out. ATI/AMD likes to release their budget cards at the same time as their flagship ones unlike nVidia so I think you should wait until then to decide.
But for right now, you can overclock your RAM and CPU (There are lots of guides around the web) and get a FREE performance boost! However, you should look into a good aftermarket HSF for your CPU if youre going to OC. Its a good $50 investment.
