I don't get the hype around this game, it looks really bland and boring.

At the end of the day a review is an opinion so there will always be different scores on a game. Go and take a look on Metacrtic and see the average review score, that will tell you whether its a good game or not.

Are people still playing this? I don't think I'd ever be tempted back to a game like Borderlands just because they have added a new character.
