Vista uses DirectX10, so I wouldn't suggest doing that...
Vista supports DX10but all shipping versions of DX have included all of the legacy APIs (i.e. DX1 - DX9). Just install the latest end user runtime and you'll have the bits for DX10 and DX9. Mind you that DX10 only works if you have Vista, the latest DX runtime (or the one that shipped with Vista as a bare minimum), and a DX10 GPU.
