The elder scrolls online has become a fact a few months ago. I'm very excited about it, however considering the 'facts' they have released about it, we'll most likely be able to see only ~33% of the whole world. This is because there are 3 main factions (Basically the corners of the world) and every factions is limited to their own corner (with the exception of cyrodil).
