Might also try disabling legacy USB support, if the above didn't go anywhere

SATA drives don't normally have jumpers, atleast for the last several years.
Which priority list, the boot priority or the hard drive list? Like I said, some BIOS are organized with both.

That can neither be confirmed or denied. It differs from person to person.I've never owned either, worked on plenty of both. I worked for Best Buy and currently for HP, while I wont say HP is anywhere near the best, Toshiba generates more issues than any others 3:1. In retrospect, may also just be the people buying them, stupid people tend to buy cheap computers.

i just went & checked my mobo settings and apparently my voltage was on auto :P I swear this thing keeps chaning the settings by itself :P Anyway problem solved. thanks for the suggestion tho. :)
It probably does change it on its own, I've seen motherboards disable entire cores randomly on its own in the settings.
Plug the external drive in and check the hard disk drive priority in the BIOS, if the external is set higher on the list than the internal, when plugged it, it may the the spot as the "hard drive" on the boot order. Some BIOS let you pick between several hard drives, others just have the one option for hard drive and then expect you to set their own priority in another menu. Try it out.

To get your data off you can remove one of the bottome panels on the laptop to expose the hard drive, remove it and place it into a 2.5" SATA HDD enclosure and then plug that into another computer via USB, it becomes like an external hard drive, just copy everything you want to keep off of that drive. Find out if your in warranty and call 1-800-474-6836 to get it fixed if you are.
Turns out you can lower the timer past 1 minute to get a "never" option, the 50k thing didnt' work anyway. But I found others with the same issue here.

So I installed Vista earlier this week, I dunno why, but I decided to try it.
I'm having a problem with my hard disks, they keep turning off, seemingly randomly, even when I'm using the PC. Then when I go to open something from like "Computer" it'll take it a second for it to spin back up and read the data. This is really annoying. Anyone else have this problem or know where to disable it? They are constantly turning on and off, regardless if i'm at the PC or not :\
