@CORKEATRON @Kitmas it's a cut in the retailer's profit on each sale, but overall they'll get more money because regular people like you won't be able to successfully sell your used games to other consumers on Ebay. You'll be forced to sell your used games to a retailer like GameStop.

@CORKEATRON LOL GameStop would never offer you that much money for your used game anyway. Not even half that. Retailers like GameStop buy the usd game for a single digit price ( 0 - $9 ) and then sells it at 5-$10 less than a brand new copy.

@SoNin360 @Kitmas Well GameStop themselves had great things to say about the Xbox One back in the beginning of April.

So this very likely means GameStop is happy with this policy. It won't completely disable used games sales, it will just funnel all used game sales through professional retailers like GameStop.

@SoNin360 no no, the "preowned activation fee" they mention would only be placed on a consumer that buys the game from a reseller that doesn't have Microsoft's "cloud-enabled Azure preowned technology". So basically, companies like GameStop can sell you a used game that won't have an activation fee. But if you buy that game from a friend or on ebay/craigslist, you will have to pay the fee.

@NeverMore0 10% is the cut that goes to MS/Publishers. The rest is profit to GameStop. It's a bit of a cut from GameStop's profit on each sale, but now GameStop will get a lot more business since average consumers can't trade/buy/sell among each other. They have to use a retailer like GameStop.

@Pirate700 @Kitmas @vaibhavp That free would only be for people who are NOT buying it from a licensed retail business. GameStop can unlock the game from it's previous owner's account, but regular people can't. All this is just to prevent the market of people buying/selling/trading used games on Craigslist/Ebay or among friends. Instead all used games will have to go through a professional retailer that will give a portion of the profits to MS and the publisher.

@Pirate700 @vaibhavp That's basically what they ARE doing, but the "reseller" has to be a retail business, such as GameStop. GameStop can purchase your used game, unlock it from your account, and then resell it with no added activation fee. In exchange for the ability to "unlock" games, GameStop will give a portion of the revenue to Microsoft and the publishers.

@PixelAddict It's not a rumor, and you have it wrong.

Microsoft will set up retailers like GameStop with a system that allows them to reset the lock of your 2 year old game and your account. They can then resell it and there will be no extra "activation" fee to the consumer. The only thing this policy does is prevent regular people from trading/buying/selling their games to each other. You have to do it with a retailer now.
