Sony has no control over whether or not Team ICO wants to reveal their game. Team ICO have always been in the business of teasing gamers and do so often. According to Team ICO, ICO took four years to develop, Shadow of the colossus was started right after the release of ICO and this new game was started right after the release of Shadow... the game is coming in 2009.
If I were you I wouldnt expect it til the PS4, but thats just my opinion.

Considering Team ICO themselves have stated that it takes them an average of four years to make a game and Shadow of the Colossus came out in 2005, it will be here in 2009. Unlike most game companies, Team ICO likes to taunt the public long before they release anything about their games, and when they do, the game is pretty much finalized in terms of design.

It definately deserves more credit then it gets. The only difference between this gen and last gen is the focus of online integration which the 360 perfected and is being copied on a daily basis..
