Illusion, the developer behind Battle Raper and Sexy Beach, has a policy not to export games to North America or Europe. The -ONLY- way to obtain them in those locations is through piracy, mind you, and there exists a niche community of modders that translates and uncensors the games for said pirates. Yaar. Not my cup of tea, but I'm not going to judge.
I've never played a game that's rated "M" for nudity (toplessness) but I am aware that it's becoming less of a taboo in games. I think any representation of genitalia in games, no matter how tasteful, would immediately herald an "AO" rating, though, which is unfortunate. I think the greatest problem facing humanity today is people who deal only in extremes and ignore intent completely, but Nintendo, Sony and Microsoft aren't to fault for making their decision. To recant what others have said in my own words, the majority of games that would bear an "AO" rating are rape simulators.
