The catch is that I know the features I want but I don't know what specific tv tuner card this is.

I must admit that I am new to the world of TV Tuner cards, so I want to bounce a story off you guys to make sure I'm not doing something phenomenally stupid.
My understanding to in order to connect a gaming console to a PC monitor there are two options, one is a VGA box, which doesn't rely on the PC because it strips the visual signal from the console then converts it into a higher output signal that the monitor can read. The other option is a TV tuner card, which relies on the PC graphics card to amp up the console visual signal to a range that monitor can display it.
So, my story is that I wanted to hook up my PS2 to my HP w2207 monitor, so I first pursued a VGA box, the Neoya X2VGA 2 to be specific, but even though it claims to work for the PS2, it works only for the progressive scan games (which for the PS2 is the smallest of minorities). So the I decided to pursue the TV tuner route, and during this time I was also looking to upgrade to cables for my Sega Genesis (so I could actually play it again), where I discovered a 9 pin DIN (the sega's visual output type) to 4 pin S-Video convertor, with this I could the play not only my PS2 but my genesis on the monitor. However, I am very greedy and want an even better signal so (based on what I understand) the 7 pin S-video output is the same as component video, because it does the breaks the visual signal for the 4 pin s-video the same as the component does the the composite.
So can anyone tell me if my demented idea will work (being able to play both my PS2 and my Genesis off my monitor), which TV tuner fulfills my aspirations, and a good place to buy either a 9 pin DIN to 7 pin S-Video convertor, or a 4 pin S-Video input to a 7 pin S-Video output.
