its called a tilde. Its used for "equivalent" in the question you ask....its also a command used in linux for your home directory..also I see it used in spanish for the nasal sound on certain words.I will admit that the wording confuses me. Not sure what that symbol before 1.9 ghz means. Not sure if he's saying it is 1.9 ghz, or less than 1.9 ghz, hence the ? in the title.
