I'm thinking a sling bag, buttpack or field bag. Maybe a duffle but the problem with duffles is they're meant for unorganized large or larger items or packing therefore duffles usually don't have compartments. A field bag is a bag that's hybrid of a duffle and buttpack. Some can be suspended around the shoulder and waist while others are shoulder strap only.

Answer this question though... Were they not mooches to begin with. Growing up I remember people on welfare being humiliated,treated like scum. SO Apparently no one wants to work since everyone is so angry that they have to work while others don't.
