1) Yes, they should be breaking up: if you're 19 then it's expected that you're getting a job/career, going to college (or the Army, whatever.) Point being is that you're supposed to be starting a new period in your life. 2) The statutory rape laws apply only to sex. You could have a non-intercourse relationship with a young girl, though it is still morally reprehensible. You will only be arrested for sexual relations with her.
