You shouldn't compare using a third party game, you should compare something like Resistance with Halo 3 or GT5P with PGR. 3rd party developers don't put as much effort into games on the PS3 as 1st party. Since the 360 is more common right now, 3rd party developers are going to focus more on the 360 versions rather than the PS3 version.
