I was initially planning to upgrade from my v1 8800 gts to this card when it came out, but I think I'll wait for the 9 series cards to come out next year.
have you tried "activating by phone?" It's kind of a pain, but they can probably help you activate that install of XP. I've had motherboards fail and while reinstalling I ran into this issue. Every time I've called they've been curtious and helpful, I think they just want to make sure you only have one installation per key code. Of course, if you're planning on upgrading to Vista you may run into some issues with Microsoft, since I think upgrading invalidates your xp install -- but it may still work anyway.
might want to check AMD's site for drivers. I never used a dual core in XP but I heard some versions of XP needed drivers to use the second core -- I'm not sure if that's true with XP SP2 or not.
I had this problem too at one point -- had to update my bios and didn't have to reinstall windows to get the computer to recognize it. I'd start by updating your BIOS before reinstalling everything.
I haven't played SupCom, but won't the frames more likely be limited by the processor than the video card? I hear that game is seriously processor intensive.
