Can I do that even though the union was never formed? And how do I do that?

Ok, so I tried to establish a union well around a month ago. But the only problem is, it's still in the 3rd step. That means one of my possible prospects for an officer never accepted my request. But it says that after one week the request will automatically be denied and will return back to this step. How come that never happened?
