This is not about whether a certain amount of violence or sex should be allowed. And it's not about sex being the same as violence. This is about the freedom of speech and the freedom of the developers to do as they please. If they want to put graphic violence and sex in (even if I don't agree with it) LET THEM! The rating gets raised and will effect their sales for the better or for the worse. This is why ratings were created. When they were first formed for movies they were NOT made to regulate movies. It WAS made to better inform consumers about what is in a movie and made it so the PEOPLE not the GOVERNMENT or any other thing could decide what is good or bad for us. It's the same thing with video games. Allow the Devs to do as they please. If the game gets an M rating then give it one. And THE PARENTS SHOULD BE AN ACTIVE PART IN IT. If the game gets an AO rating then the Devs know to lessen the graphic content. Or leave it. It's their choice. And it's the parents choice what their children see. They can't complain about what their children are seeing in these games when they're the ones that are allowing them to buy/play them.
