I'll admit, the lowest I'll go with a fighting game is a Sega Saturn usb pad. Other than that, it's fight stick or bust. I consider controllers just garbage for this genre in general.
That said though, a keyboard is no worse than a controller for these games, it's probably better tbh.
Most importantly though? The input method does not make the player. Plenty of people buy great fight sticks and still suck. On the flip side, you have a dude like BrolyLegs who destroys people using a 360 pad with his mouth.

As for the PC vs. PS4 player skill levels, really dudes. Unless you're a pro, among the top players out there, you're going to be running into the same level of player on either platform. I played the **** out of SF4 on both PS3 and PC, never noticed a difference.
