Coming in at #10 is Neji Hyuga's Rotation, first used against Naruto Uzumaki in the finals of the Chunnin Exams. This Jutsu has both offensive and defensive capabilites, which is why I choose it. Rotation does physical damage to the opponent while simotaneously defensing the user from all damage, creating a perfect defense. The amount of damage that is dealt to the opponent depends on how fast/hard the opponent is heading for the user, nad if the opponent is using a jutsu as well.
